High-quality early childhood care and education (ECCE) is now recognised as a core strategy for poverty reduction. There is evidence of high returns from ECCE investments, which can contribute to global policy priorities such as tackling child malnutrition, increasing children’s successful participation in school, and strengthening economic development. In short, by supporting children and families early in life well-delivered ECCE can help to interrupt the cycle of poverty.

The  (MCR) is a part-time international and interdisciplinary postgraduate programme on children's rights, which takes place over a two-year period. The Programme is organised conjointly by the University of Fribourg and the Institut Universitaire Kurt Bösch both in Switzerland, and is designed for professionals who work with children’s rights issues, including lawyers, psychologists, sociologists, judges, social workers, government officials, staff of non-governmental organisations, academics and journalists.

The two-day international conference on global childhoods will be held at University College Cork on the 7th and 8th April, 2011. The overall aim of the conference is to deepen understanding of children’s lives in developing country contexts, drawing attention to early childhood development in the majority world and the importance of including local traditions, culture and knowledge in professional practice.

The overarching goals of the WCECCE are to: 1) Reaffirm ECCE as a right of all children and as the basis for development; 2) Take stock of the progress of Member States towards achieving the EFA Goal 1; 3) Identify binding constraints toward making the intended equitable expansion of access to quality ECCE services; 4) Establish, more concretely, benchmarks and targets for the EFA Goal 1 toward 2015 and beyond 5) Identify key enablers that should facilitate Member States to reach the established targets; 6) Promote global exchange of good practices.

This paper from Overseas Development Institute analyses the linkages between knowledge and policy in child rights issues in order to supplement current partial understanding of these dynamics in the sector. The ultimate aim of the paper is to safeguard children’s rights by presenting frameworks and lessons through which to promote the appropriate design of rights strategies.

Worldwide child care practitioners face increasing challenges in providing appropriate care and protection services to children, youth, and families. On the ground, childcare practitioners are often unable to access much-needed resources. Efforts are necessary to disseminate practical tools on how to prevent unnecessary family separation and support families and communities to develop better care alternatives when separation is inevitable.
